Even if the Ottomans survive they should be weak, so long as nothing radically different has happened.
In fact, I believe the timeline included Russia winning the Crimean War. The Ottomans should be reliant on the Austrians completely. Perhaps they would be slightly more industrialized, but they are no more the "terrible Turks" than they were in OTL, if I'm not mistaken. Of course, that's up to Ostheim, but I don't think he intended the Ottomans to be a powerhouse. If anything, they're probably a "secondary power".

I would read this to mean the Ottomans are slightly better off than they were in real life, but are still basically doomed to fail.
