I'm looking for the event list concerning Serbia's response to Austro-Hungary's ultimatum in WWI.
Is there one that leaves the AI not starting WWI?

All the events are in db\events\1914 folder, in event files for A-H (U09), Serbia (SER) and Russia (RUS).
The assassination of the archduke is U09 2192500, in a few days after that U09 gets 2192530 with 2 choices: send the ultimatum, or stay quiet. The second option is disabled (commented), but it's still there in the file.
Everything else doesn't prevent the war. WW1 begins in 1914 (if the Serbs refuse) or in 1915 (if they give in).

There is a problem with Kaiserreich, which exists since like 2012, no idea if it was fixed or not at some point, but it came up again with 1.9 version. Basically, what happens is that ships in combat would get penalties only appropriate for ground units, like seen on the screenshots https://puu.sh/Dzt6j/726b64fd1d.png https://puu.sh/DztdS/07b8b1f5b6.png

I would like to know if anyone here can help me fix this myself since even though DHKR team is aware of this, there have been no fix so far.

modifiers.csv seems to a problem since replacing it with a similar file from other mods or even vanilla DH removes this, but I can't identify what is wrong with the original one.

hi, the parameters "upgrade_time_factor / upgrade_cost_factor" are applied to the current model when it is rearmament in the next model, or is it the cost of reequipping the previous model into the current ?

Is it possible to reduce or set a country's research efficiency within their scenario file? Trying to set a country to 85% but can't seem to get it working.
Put this line
Code:
research_mod = X.XXXX
into the country's scenario file, replacing the Xs with the efficiency. 1.0000 = 100%.

I think it's the first, because some division types might be reequipped into some others (like garrison into infantry), and the settings for such upgrades are listed in the original type's file, not the resulting.

Are there any triggers that fire based on manpower growth?

I want to create a system for war weariness based on casualties. However I want bigger countries to have higher tolerance for casualties, (Russia should be able to retake more losses than Belgium). I can't use total manpower because you can cheat past that with mobilization and demonization decisions.

Let's imagine the following situation:
- I set by event a local flag in given country.
- The country is annexed.
- The country is released.
Does such 'annexed-released' country keep local flag set before it was annexed?
IIRC no, the local flags are lost after annexation.
