Except for a couple of provinces in the far North that go to Finland, no-one but Germany ever gets provinces in the Bitter Peace... any spots occupied by Axis Allies (eg: Italy, Turkey) revert to Russia.

It's always been that way. Not new in 1.2

Sounds a bit odd to me... but I think Ive seen this on earlier games... I just forgot about it... hehehe

Is there any logic behind this behaviour?

The event script doesn't seem to allow conditional transfers of provinces. It just basically says Germany gets province X:

command = { type = secedeprovince which = GER value = 186 }

Each and every province within the Bitter Peace event has this (all 150+ provinces). There is no equivalent of AXIS as a substitute for GER. People have suggested that a different scripting event is possible, but this fixed country for country change is all that has ever been used in HOI/HOI2/DD
