Time is March 1944. USSR has most of the German Army trapped in the Low Countries. The provinces are colored gray and say occupied by the Germans. If I attack Bastogne for example the Germans are defeated and retreat. The Soviet forces move in to occupy the province and continue the attack on the next province. Then the province changes to Belgian colors and my assault force is teleported to Moscow by slow boat and it takes months to get them back to the front. The Belgians will not give me access to attack the Germans beyond and will not ally with me. If I declare war on them to get to the Germans then I am at war with the Allies. If I do nothing the Germans move back in and reoccupy the province and it turns gray again. The same thing occurs with the Netherlands. Interestingly it does not happen to the French provinces that are not a part of Vichy. I can attack and occupy them as normal.

Is this a bug or am I doing something wrong? I need to finish crushing the Germans so I can take care of the Italians and the Balkans.

I am at work so I cannot send in a saved game until this evening but any comments or strategies for this are welcome.

I personally think it's a bug it's been well reported, although I think Paradox considers it WAD. I't certainly onle of the most annoying WADs in HOI2, if it is WAD...

the reverse works as well... ( allied country getting bumped from a german territory that is occupied by Russia..)

I think the problem comes from where you have two separate alliances at war with one country but not allied with eachother. (as usually happens between the comintern and the Allies in HOI2) because the two separate alliances are not allied with eachother they do not have military access to the other alliance's territory. any time a non-allied force accidently enters into a non allied country controlled territory it gets bumped back to it's home port. ( happens to parratroopers and planes and every other force too and is VERY annoying I agree) they could fix the problem by merely bumping the forces back to where they origionated from or if thats unavailable then back to thier home province.

similar effect sometimes happens to your forces when you "liberate" a country you've occupied. but only if the forces are moving at the time for some strange reason.

your problem comes form that the Low country territories due to thier extensive colonial empires, are never actaully annexed by Germany, and therefore are still considered alliance territory. your just attacking Dutch and Belgian territory that just happens to be occupied by Germany. France is different cause the Vichy deal Germany actually annexes that territory.

personally I'd either cheat a little and force a military access agreement from The netherlands, and belguim, that may help. only other option is to start cozying up and become an ally yourself.

How do I cheat the military access? Also, what is a WAD?

I'm sure this has all been said before, and I agree its a bit frustrating. As someone said, if its WAD then I can't see the justification. One thought I had was that a work-around must be available. This is because the Sovs can move into what was formerly French territory (after all, you need Paris to force German surrender I believe)... but France is still part of the Allies (or it was in my game). This only happens in the Low Countries. We therefore need whatever has been programmed into the game to allow Sovs into France, to allow them elsewhere.

I had a more recent frustrating game as the Sovs when I had defeated Germany, invaded and captured all of Italy, but could not force Italian surrender because they still had VPs.... in Greece. And since Greece was part of the Allies, I couldn't fight the Italians in Greece! There is perhaps a missing event that recognises invasion of Italy by all parties (I believe there is one that recognises Allied invasion?)

WAD = Working as Designed. I see two options here. One, declare war on the low countries and they can't kick you out. But that just opens up a huge new war with the allies. Two, cheat. F12 'neville' is the cheat code I believe. This allows you to force any diplomatic agreement to be accepted. I am not sure exactly how it is done as I have never used it.

The thing that makes France invadable is the creation of Vichy gives the provinces TO Germany, instead of them just occupying it. What we need is an event called "Incorporating the Low Countries Into the Reich" that would fire when you've captured all of the European Belgian and Dutch provinces that would have those provinces annexed into German territory. This would allow not only liberation by Allied or Soviet power, but also the extension of the Atlantic Wall along the north Channel coast.

My Outcome

I used the "Neville" option and forced Belgium and the Netherlands to give me military access. As soon as I kicked out the Germans they came up as independent countries but my troops were not teleported out. Of course I was not given the option of unleashing the NKVD and installing a communist regime but at least I got rid of the Germans. The other oddity is the German ships and planes in thier provinces reverted to them rather than me so the Belgian navy now has the Tirpitz.

Now I just have to fight my way down the Italian penninsula from the north and my war will be won.

I wish I'd considered that 'code'! (certainly not a cheat when used in these circumstances IMHO). Saved me going through the rather humorous activities of trying to get the Italians out of Greece by making multiple attacks into Greece and having troops shipped back to Moscow, then redeploying them back to Greece for another attack... just to keep the Italians in North Greece defeated while the one Greek division attempted to liberate all the rest of Greece on its own... simultaneously supplying Greece with gigantic amounts of resources in riduculous trades in the hope that they would churn out a few more units!

Yes, it does. Forget the useless right-click menu and just build things using the buttons in the production and province screens - you can build all provincial improvements in any province you control, even if you don't own it. Perhaps he's referring to you not being able to defend that section unless you want to not reinforce from October to March.
