It might be not a bug, but I share a queer observation. In my recent game, there was a Cairo crusade, and king of Germany conquered all of Egypt. I was waiting for him to create the title, yet he didn't, for quite some years. When I loaded as Germany I saw there was nothing preventing him doing so (he held all the provinces needed and had a hell lots of cash). Then I dug around a bit, and I saw that Byzantine emperor hadn't created kingdom of Bulgaria, the provinces he holds from the start (for about 200 years now). That leads me to the idea that if AI already has one kingdom title, he doesn't want more. And if it is so, it certainly is not right. Share your observations and thoughts.
