I agree with this thread occupation should not be free but not to expensive either i think that around 500 men per province in hoi size prov should keep things to a good level maybe as a division pases by they could leave behind a garisson of men.

500-1000 men should round it up to a total of 5000-10000 men per state (8-10 provinces), because in almost every state there is a large city that ties some 1000-10000 men. (Sahara desert states counted out )

Perhaps the most largest cities (Pops over 1 million) should tie a whole division, alone.

Numbers can be balanced in later patches and with actual beta-testing.
