I think, that aggressor countries will make pacts like Molotov-Ribentrop. In MP this will be fine, when many countries or regions can divine between players.

I think what he's trying to say is a sort of 'alliance' between countries where they both invade another country, and split the land in accordance with the agreement made before the conflict.

If HoI2 has any sort of realistic occupation system (IOW, much different from HoI1), you'll be glad if your allies have to deal with certain territories instead of you.
