So yes you can annex a puppet?

As for pics, I can do those after work. I did a collaboration government and got nadda out of it. Actually lost Industry and got nothing out of it for 2 weeks, so I just went back to an old save file and ignored a broken mechanic. But I have the save file, so I'll offer it up a bit later today.

Also, these governments are often Free Trade from what I'm seeing, so it feels like I'm not going to get as many resources by Collaboration Government with them, since they give away 80% of the goods they produce which seems like a bad mechanic for the overlord.

What's the point of Collaboration Government as Germany if the Collaborating Government is allowed to get rid of 80% of the goods you want them to give to you?

Or are the goods available for export increased, so you get more goods as the overlord?
Collaboration government increases the compliance you get when you capitulate the enemy, and decreases their surrender limit. It doesn't have anything to do with puppets per se

Actually there is a mechanic called a Collaboration Government, where you are supposed to get 75% of their CIVs and MILs and 100% of their MP and a 10% cost of goods traded, so yeah, you might want to look into that first.
I know that theres a mechanic called collaboration government, I worked on it. I thought you meant that local collaboration was not working. What do u mean with "Actually lost Industry and got nothing out of it for 2 weeks". How did u loose industry for 2 weeks? DId u have the territory and then got >80% compliance and "lost" the industry when u set it up as a collaboration government or?

Who did u put up as a collab government?

Things like "100%" of their manpower isn't entirely true. You can make divisions using your puppets manpower and your manpower. You dont automatically get 100% of their manpower just like that. Same with trade, you need to trade with them, you dont automatically get their steel

I'm spitballing here, since I'm not in front of my game. I did Collaboration Government with Czechoslovakia. I lost all the CIVs and MILs I was getting from occupation at 90% collaboration to getting jack and squat. That's right, I lost MILs and CIVs.

So, if you worked on it, then I know who's responsible for this being the way it is. I didn't get 75% of MILs or 75% of CIVs, I got NOTHING, I took a loss because with occupation I was at leas getting something out of it.

Also, who thought it would be a good idea to program giving away CORES to a Collaboration Government. Why would I as Germany cough up Danzig and Konigsberg to Poland? Or Suddetenland to Czechoslovakia? Were you the one who worked on that idea as well?
Ok. So this is why I get confused. You are mixing up terms such as collaboration, collaboration governments and compliance so im not sure what is what but I will try.

I dont know how your game looked like, but I just tried collaboration and the puppet gives most of its resources to the overlord.
Maybe CZE with so little industry ended up having none or close to none when released? Did you get the event setting it up in the first place? Did you unpause and let it tick? Did you let the government build stuff so that it had time to provide its output to you? Im just speculating what you might be seeing based on limited information.

Look, I partially wanted to just help and engage, and partially I wanted to see if something actually was broken, but since you obviously are frustrated I think imma head out and watch the Total Warhammer 3 trailer one more time. Remember to be kind, even on the internet, peace!
