How do i do a set my game into observer mod. What country can i play as so the other country won't try to start a war with me?

Other option is Luxemburg. If NGF/Germany annexes it, just release and continue playing. Sikkim also works well for that.
Yes, being a backwater puppet state will work, as well, and Luxembourg and Liberia are good choices. Cambodia might be a possibility.
Scratch Cambodia (a puppet of Dai Viet). Saw it released in at least two games by Dai Viet after a successful revolt in that country, and quickly gobbled up by Siam or one of the other neighbors.
