So in the first war with Novgorod I took 100% warscore of 58 development. This means that with no war exhaustion the coring cost is equal to 58*10*90%=522 admin points. Needless to say in 1446 I am far behind this number so I have to sit the overextension and slowly core the land.
Now if we assume that the base tax of this land was roughly a third the coring cost was 58/3*20*75%=290. Thus essentially we increased the cost by 80% (one might notice that the exact number of development is not as important). Obviously increasing coring costs by 80% is just a very sharp increase compared to the previous patch.
This effect is especially pronounced in poor lands where development is almost always triple of what used to be the base tax of 1.11. The effect would not be so pronounced in rich lands as production and manpower are generally lower than the base tax of 1.11. Looking back in 1.11 the actual increase was 67.5%
Now let's consider what will happen with the first Muscovy idea unlocked. It gives 15% coring cost discount. Then coring what used to be 1 base tax in 1.11 would have cost 12 admin points (with a claim). Assuming now 1 base tax transfers to 3 development, we will have a coring cost of 3*10*75%=22.5. Which is an increase of 87.5%.
I have a suspicion that with such increases WCs are just flat impossible
Suggestion: please bring back the claim discount and even, perhaps, increase it. With 25% discount the coring cost would have increased by 50%, with 30% discount - by 40%, with 35% - by 30% (every additional 5% discount brings back the increase of coring costs by 10%). These are much more acceptable ranges for my taste.
Alternative suggestion is to bring the cost for 1 development to 7 and leave the claim discount at 10%. This would tend to increase the coring costs by about 26% in poor lands
Also, it might be a good idea to move Muscovy's first idea into traditions.
