Is there a place that explains what some of the more obscure modifiers actually do?

Things like "Air equipment experience cost", "Field officer division penalty", "Air power projection factor", etc.

Air equipment experience cost reduces the air xp required to design planes in BBA or create versions without BBA. Field Marshal penalty? refers to the debuf that an officers stats modifiers get from being in command of an army group. Units in combat get full benefit from the Army Generals Abilities but only partial from those of an Army groups commander. Air power projection factor increases the value your planes are worth towards gaining air superiority.

"Air power projection factor" is the counterpart to "Air home defence factor". The former applies if the wing operates outside its airbase's strategic region, and the latter inside. They modify attack and defense additively with other modifiers like weather, mission efficiency, and Bomber Defense.

Generally there is no place that actually explains the modifiers, even the common ones. About a year ago I dumped a (now outdated, without explanation) list of all modifiers because it is hard to know whether modifiers for certain things exist in the first place.

This page is designed for modders so it calls them by their script names rather than the localized ones you see in game, but it should have all currently available modifiers.
