Broken or missing workshop content can cause this.

Ensure your content is not missing or needs to be updated.

Check various mods to ensure they are enabled.

Exact same thing happened to me. I have a ton of assets and a decent amount of mods, but they have all worked fine for weeks, now all of a sudden i cant access any of my saved cities. I tried disabling the mods that usually cause the problem (traffic ++) or running it in ghost mode, but the game will still not load any of the saved games. I am in the process of uninstalling CS and re downloading/installing now to see if that helps.

After I saw your post I suffered from the same problem. My hunch is the issue maybe caused by an asset that you need now no longer works with the current update so is not loading and causing the problem. Which one? I don't know how to tell.

You could try a verify in Steam to verify your local files. This is under right-click, properties on the program name in your list or library. It's then located on one of the tabbed pages. I can't guarantee this will work, but it won't hurt either.

I have checked every assets in my game and there is one that is missing from the workshop, every asset is available except that one and it's still showing that error message and i have also verify integrity of game cache. This sucks, but thanks guys.
