NWO Help forming the ASEAN

Hi everyone, I'm playing with Indonesia and I can already form ASEAN. However, when I form it, only my country is integrated. Myanmar and Cambodia already have ASEAN core, however, the other countries do not have, how do I get all ASEAN core and form ASEAN with every country instead of just me?
