I'm playing as France :cool:, going for several achivements at once, but someting just makes me nerveux.
I suppose noone really likes to go over the free military leader limit too long, so let's just say we're talking about free leaders right now.

I've flipped to Protestant, so the Curia game is out of question.
The rivalry system gone broken and works awkwardly: we rivaled each other with England as usual, but my only other choice could be Spain, my long term buddy. No Austria, Portugal, growing Pope and Bohems, Big Red Blob wit Pols, Sweden who own all Scandinavia, or the remains of Provance, Burgundy or Venice, or even Kebab or Mamluks. Can't select any of them! So my Power Projection is below 15, constantly.

I can't see any possibility to increase the number of Leaders, dispite the need for them.
I need a Conqistador, an Explorer, at least two Generals to deal with Europe, and to be honest, I could use an Admiral too, to beat the snut out of the Royal Navy chiens! That's 5, and could be more.
And I can have only ONE free Military Leader. As France! This is absurdité!

My suggestion is: number of leaders should be more, based upon total development, # of provinces, tech level, or anything else, in a logical way. Probably you guys can tell some creative ideas how to increase the number while keeping the balance.

Well if you're an empire you do get an extra leader. More importantly, you should just declare some wars of humiliation. I.e. declare war against England. Take 40% and humiliate them and peace out with only that. Humiliation ticks down slowly, and when you have peace again since and repeat. This is the era where it was a part of a King's duty to wage war. So... wage war. Oh, you also get PP for embargoes and insults, so there's an idea too.

But for what it's worth, you don't need that many leaders. Unless you have pressing need to be exploring American land right now you should use him as a war leader. I'm consistently 1 or 2 over my war leader limit. You shouldn't worry about it.

The English are just sitting on their island surrounded with their freakish navy as usual, so there's no way to gain 40% warscore against them. I insulted them, I'm privateering, but still not enough PP for another leader.
And actually, PP from Humiliation ticks down quite fast.

I think as an exploring, colonizing France (or any other great power) having the same number of leaders as an inland one province minor is just absurd.
