It doesn't really make sense for a mighty emperor to have just a few more champions than a lowly count - 8 vs 5. As of now, the biggest difference between an emperor and a count, in that respect, is the pool of potential champions available to each.
My suggestion, is to add a vassal contract, to force the vassal to serve as a champion, or provide for a champion. Maybe not one champion per vassal contract - emperors can have up to 60 vassals without penalty, a bit too many champions at their current level, but it is possible to have "fraction champions" - each contract grants 0.5 champions, and you need 2 vassals to get an additional one.
Same could be done to men-at-arms too.
