Do the Nuclear Techs get activated as Germany? I did the research all the way down, level 6 reactor and ICBMs, but still got no "Technological Breakthrough". Is there a know problem with it? Or, if not, any way to trigger it manually? (event_id, I suppose)

Seeing how they are attempting to be completely realistic this would be correct. The german nuclear scientists would never have created anything more powerful than a dirty bomb. This is as the master races finest minds made a fatal error, that a slav (i believe he was czech or polish) working in the UK didn't. I believe it was something to do with the chain reaction process. This lead the German nuclear scientists being a factor of 10 out in their calculations for the required materials to create a viable nuclear device.

The germans therefore believed that any bomb would reuire around 10 tons of material as opposed to the actual figures of 1 ton (these numbers may be wrong). As there were no delivery systems (or a means to produce suffiecent uranium or plutonium) for a bomb of this weight it was not a practical weapon. However I do not believe the allies were aware of this durring the war which meant that the manhantan project was still pushed at full wack.

When they were told that the americans had ended the war with the bomb the scientist (still imprisoned at the time) initially refused to believe this had happened.

So it would seem right to somehow disable germanies nuclear research.

Yes, sure. But still, had the Allies been actually defeated (or at least, forced to a peace treaty), german nuclear program would have gone further than it actually did. Besides, what about SU? Then can produce nuclear bombs during the 39-45 timeframe eventough their first successfull test did not happen until 1949. And they did greatly rely on espionage, do get things started.
Call it "balancing".

I was under the understanding that the Nazi nuclear weapons program was going at a decent pace until their heavy water production facility in Norway was attacked by British and Norwegian special forces.
I can't quote names, dates, and serial numbers; but I have seen and heard through different sources of media that the Germans were actually much farther along with their nuke program than previously thought.

It was going badly: the program was poorly organized and administered, underinvested, and geared more towards energy than weapons production (at least compared to the US program). The Norway incident was just the last nail in their coffin. Not that it hadn't made any accomplishments, but it was far enough from completion that the Allies needn't really have sabotaged anything and still been safe.

Moreover, Israel used Norwegian heavy water in the 1950s to make their first atomic bombs. (Was intended to be used for civilian research purposes, but...)

Heisenbergs team got veeery close to actually start the chain reaction in a woefully under-protected reactor in 1945, so, at least for energy production, they should get it.
