NPCs won't use gifted artifacts

Description​

prior to 1.9.0 I'd gift weapons and armor to some of my knights to increase their prowess. Since the update, I've been getting the error message "so-and-so cannot equip this artifact". I've been getting this for characters that are both inside and outside of my realm, rulers and non-rulers, and both inventory and court artifacts.

I tested gifting an artifact to another character anyway, then swapping to that character and equipping. This worked just fine, however if I gift it to them and don't swap to equip it manually, they'll never do it on their own. I've let over a year pass and they still don't equip it on their own.

Does the Character already have an Artifact on the same slot, because the AI only changes Artifacts for a better Artifact.

No, when I swap over to that character the slot is empty. Same thing with court artifacts, I gifted a pedestal item to someone who still had 3 pedestal slots to fill.

Maybe the cause of the bug is if they have 1+ slot filled, the comparison code just compares it to the first one and thus doesn't fill it to the empty slots.

Why wouldn't it equip a weapon then? that slot

It should equip a weapon/armor artifact then, those slots are empty when I'm making the gift. Some of the people I've tried gifting artifacts to don't have a single artifact prior to me making the gift.
