The new preview videos that Darkrenown linked to earlier show that there are three levels of prospering and three levels of depopulation. They also show that when in seclusion, that food available is taken into account. When the secluded court runs out of food, general health deterioriates.
This seems to me like a system onto which we could easily superimpose famines. They could be precipitated by province modifiers such as bad weather, sandstorms, droughts or poor stewardship which eat into a provinces prosperity until it starts depopulation as well as an increase of revolt risk. A court based in such a province could also suffer due to such food shortages.
It might be interesting too, if food shortages during sieges have an impact on the health of the court in the same way that seclusion does.
