I was very hyped about being able to keep Veche government (and upgrade it to empire) upon forming Russia as Novgorod, and it was one of my favourite planned changes for this patch. I thought "oh hey now I can do Frozen Assets without worrying as much about gov capacity or mana priority because I can have all the benefits of Novgorod without being locked at duchy".
Thing is, this mission here is the final one for Novgorod; the reward for beating the daylights out of every other baltic-bordering state and fulfilling the requirements of Frozen Assets (White Sea most valuable node in the world):
Only thing is, I lose these missions if I form Russia.
I can keep my Novgorod NIs, and the empire rank is cool, but I lose out on the incentive track which encourages the merchant republic roleplay. Now, you may say "they're just missions", but mission trees are clearly very valuable to PDX or they wouldn't be the focal point of the £11 flavour pack which just released. I hope that next update, someone can give Novgorod the love it deserves for owners of Third Rome, the exact same way that Lubeck got a massive free overhaul for owners of Emperor - and not some nice but ultimately counterintuitive gesture that makes me choose between two things which should really go hand in hand. I thought the point of adding Veche Empire is so that Novgorod can remain competitive into the mid-game while still being Novgorod, aka the mercantile democracy which defied the standards set by its more feudal southern neighbours until they absorbed it, so the current system seems nonsensical in that context.
