Notify player about unemployment and overcrowding

Problem:
There have been a number of the complaints on the forum about the new planet management system being too micro heavy.

Analysis:
While I disagree with these complaints, I do see where they are coming from. In the old system you could build out an entire planet in one sitting if you wanted, and had the resources.Or your could build a building, wait to be notified it had been finished and then build another. A planet could be safely ignored the rest of the time. But premature building is a very bad idea in 2.2, it can leave you short of necessary raw materials, as your miens and fields are abandoned for more lucrative specialist jobs.

The best practice is to wait until a planet needs a new building and then intervene. But this is hard right now, the easiest way to tell is to check the outliner constantly to see if anything has changed. This is do-able when you only have a few planets, but larger empires require you to be constantly scroll through the outliner to check all your planets. This is a lot of work, and I believe is the source of a lot of the complaints about micro in the new system.

Suggested Solution:
Add the following new notifications to the game to alert the player when:
  • A planet gains and unemployed pop.
  • A planet becomes overcrowded.
  • A planet's net amenities becomes negative.
I believe this would make planet management much easier without needed to alter any core systems.

To be fair the planets do get a rather nasty icon when you gain any of those except Amenities.

I think this is an absolutely necessary addition. Scrolling through all your planets every few months to check for unemployment/housing/amenities is incredibly annoying and tedious.
