Notifications have become a hot mess. I much liked them before this 3.8 update. There were far less notifs by default, there were no "toasts" (I HATE TOASTS, AT LEAST GIVE THEM NORMAL SETTINGS), and things were much more manageable.

Now, Paradox expects you to baby yourself through every little setting, all because they thrust EVERY NOTIFICATION at you by default.

Revert this change. It's bad. And I do not want it. I will not support Paradox any further until the 3.8 changes are reverted.

This was a horrible update. And Paradox is run by horrible designers.

T-toasts? Have I completely missed something? What are these?

all because they thrust EVERY NOTIFICATION at you by default
While I think the "default" setting should be for notifications to all be on, I DO think they need to make how to disable an entire kind of notification much more obvious.

This was a horrible update. And Paradox is run by horrible designers.
Firstly: The dev team keeps changing.

Second: blanket insults aren't super helpful because I don't know precisely what you mean when you say it's "horrible". You could say they have a fundamental misunderstanding of several core game mechanics and why people play Stellaris, and insist on adding mechanics that are for the wrong genre and adding limits for things that the industry has already decided should not be limited if done the way they are doing it. You could say that they completely disregard parts of their game, such as larger galaxy settings. You could say that they announce directions then implament mechanics that directly contradict that. You could point out all of this then point out how they proudly call it "good" game design with exactly the same level of explanation as to why it's "good" as you have given as to why they are "horrible designers".
Except that last part isn't 100% true. Dev Diaries DO explain "some" of their decision making, and "some" of it is be agreed to be good.

Third: Signature checks out.

T-toasts? Have I completely missed something? What are these?
They're the new notifs that appear on the top right and disappear before you can see them. They also block critical info when they pop up. They serve no purpose other than looking different, and as such, should have never even been added.

While I think the "default" setting should be for notifications to all be on, I DO think they need to make how to disable an entire kind of notification much more obvious.
Agreed. It is a horrible menu. I refuse to use it, because I will not entertain such horrible design.

Firstly: The dev team keeps changing.
They still have the same leadership at the top. I refer to those grubs. They need to do a better job, or get out, because they have done a horrible job, and we know they can do better. There is no excuse.

Blanket insults merely offer flavour. I want Paradox to know that they are bad for being bad devs. Simple as that.

This doesn't help at all, and is rather rude. If your goal is to change the game, this is the wrong way. On the other hand, if your goal is to act like a jerk on the Internet and/or to start an argument on the forums, you have succeeded.
