What would you think about getting a notification as long as you have harbors without units on it?
In my opinion it's a pain to search all harbors, especially when you are a country like japan, with lots of islands.

Do you mean when trying to find fleets, or garrisoning armies?

If it's fleets, it would be a very annoying notification, as in a typical British game I only end up with fleets in 1 or 2 harbors, especially mid-war. It would be unnecessary, I think, because it's unusual to fill all harbours. If you're trying to find fleets just go onto the naval tab in the top right.

Well then it's a good idea, especially as Japan. But not every harbour is strategically vital. I hope one of the devs sees this.

I'd say it would be quite annoying. I never garrison each and every port province.

To give a few examples: As Germany, once I manage to block the Baltic Sea for enemy fleets, there's no reason anymore to garrison ports there. In my last game as Soviet Union, I let the Japanese AI push to the Ural, and they still haven't taken undefended Kamchatka. It's cut off from my mainland and for all intents and purposes worthless. Why would I want to put a garrison there?
Even as Japan, not every little island or atoll needs a garrison.

As long as it is just one of those alarms at the top, I would appreciate it. As soon as you have finished checking the ports, you can just deactivate it for now.
But do not even dare to think about giving it a sound! The endless naval invasion alarm sound already drives me insane!

Or the port icon on the map could be different, at least in the naval map mode, so that you could see at a glance which ports didn't have garrisons.
