I'm 99.9% sure that if you click away from your Siberian paradise and click back on it you'll find it has no such infrastructure.
I had a shock like this too when I found one of my Canadian holdings had lv.4 everything...only to check again and see that it had nothing. The game for newly finished colonies draws data from the last province you selected and shows that province's buildings.
