Nothing to research

I've just recently returned to the game(now Ricky without hotfix) after years and enjoy it a lot, except - still - those stupid colonial wars.
But now - as Prussia/Germany in the late 1880s - I've experienced a problem: after discovering "revolutions and counterrevolutions" there's no research project available. Changing the intellectual establishment didn't help. I've already finished about 25 navy projects and 20 - 22 of the other ones.
I googled the topic but couldn't find anything.
Is this WAD(maybe some techs need certain start years to be researched) or can I do something?

I didn't have such problems in my first games as Haiti and Argentina...

Could also be that an event made you change research facilities from traditional academy to something else, that way you're ineligible to research certain trees any further.

The techs are geared for the calender, there are two dead spots for the better reserching nations, the late 1880s-90s and usually from 1910-1919.

Indeed. When you run out of tech to research, check again each new decade jan 1 1850/60/70 etc.

Will the new projects be available for all intellectual groups or can I get them earlier by changing the administration?

They are available at the same time for every kind of research establishment, but if you have anything else than Traditional Academic you might miss out on some older techs you could research before the new ones become available.
