I'm not sure how others play, but during peace time, I usually make it so I'm not buying any ammunition, small guns, canned food etc, and this saves me a good 300 ducats a day.

I'm wondering if there is any downside to this. I don't know how I could survive without this.

There isnt really any downsides. I do the same all the time.

The only one is your army cant fight...no big deal at peace.

Rebels spawning on your armies and human error (aka going to war forgetting to set them back to normal :D) are the only treat.
Reinforcement of damaged brigades (especially the red ones) is way slower too.

I only do this if I have very low income and no industry.

Otherwise, I always try to have factories to support all of my needs for wartime. Reducing sockpile could close these factories, if not subsidized.

But, yes, very minor.

Usually as unciv or weak civ, you have no choice but to turn the stockpile down.

Another thing I have noticed, is reducing stockpile can cause your artisans to not make any money for a short time thereafter. Not sure if this is the cause, but artisans seem to do better when your stockpile is full up.

Apart from the first few years, I do it the other way round. I drop supplies during war time and maximise them during peace.

The downside is that you have a smaller economy during peace than you otherwise would, and a bigger economic disruption when you go to war.

I almost never drop the stockpile slider itself down to nothing. Instead, I figure out what the most expensive items are for my military, and stop buying (or reduce the buy order to something much smaller) just those things via the trade screen. I can save a ton of money by turning off just canned food (since both ships and armies use it). If every unit is still getting some of its supplies, they can still regain some ORG and replenish their strength.

I have also been known to turn off clippers because of how expensive they are compared to everything else. Russia in 1836, as well as Denmark, both benefit from just killing clipper purchases until the economy improves.

Poor uncivs sometimes have to turn off the stockpile slider completely for awhile, but even then prestige often means I can't even purchase wool for my irregulars, making the stockpile sliders irrelevant.

That's all fine and good, but do they even call money "Ducats" in this game? I always assumed I was working with dollars, pesu, yen, or the respective money that the particular nation uses in modern history. This brings confusion to my large and complex mind.

The denomination is in pounds but youre actually paying in precious metals (gold or silver) so it doesnt matter.

Since half rations is generally plenty enough to beat the AI, I don't bother to increase military spending in time of war. This requires halving the slider and keeps my economy running in the same way whether its at war or peace.

Have you considered putting Pacifism or Anti-Military in power? Or do you need better military policies for other reasons?

Against the AI, you can certainly lock your supply slider at 1-10% during peace as long as you don't have any manual constructions (forts, railroads, naval bases, factories) in the quenue.
You can even leave it at 100% and simply deactivate auto-trade for the costly goods like fuel and steamers (great for DN spam).

Against human players, however, that could result in some nasty blitzkrieg action.
All in all, reducing military upkeep via stockpile slider is quite OP. I think 50% upkeep should be minimum payment - there should be severe penalties when going below that. :>

To not feel that op with stockpile slider (because its true thats op vs AIs), i just add a +100% military cost for myself and a -50% for AI as well as some research boost for AI and a way faster infamy decrease for AI.
That makes far more challenging games.
