Not Pious enough too start a blood bath

I wish we had the option to go into negative piety. It is fair that you should lose piety in order to go on an arrest and execution rampage. But it is silly that you are constrained if you are not pious enough. Any reason why we are not allowed to go into negative piety? And have relations maluses if we do?

Unless the developers are trying to make a point about the brutality of religion i am not sure why we are constrained by this.

Especially weird, considering that one can go into negative piety via traits that give a monthly penalty.
