Not let into the HRE (httt)

When I try to join my provinces to the HRE, "the emperor" denies me. o

What's the reason for this?

Are you catholic? Do you have good relations with him? If the answer to both is yes, chances are he thinks you're too powerful and would pose a threat to his rule within the empire.

I copied this last time I wrote it out:

The Emp will not let you join the HRE if you are larger than him or have 8 or more BB. Aside from that there's always a 50% chance he'll let you join if you have 100-149 relations with him. If you have 150+ relations the odds he'll let you in increase to 2-1.

I am larger than the emperor and I might have 8+ BB. Will I not be able to join?

I'm currently playing as Bohemia, which is the current emperor. The HRE has become a strange looking green blob. I accept every province who wants to join. Novgorod is now becoming part of the HRE, Sweden, the Teutonic Order, the Papal States, Hungary and Burgundy are also either still joining, or already in the HRE.
