You can do this with just your starting troops, btw.

The hard way is to keep on plowing into the Papel states and satelitting them - giving you all their provinces save the capital, then making peace with that two province minor for a province and humiliation or annexation.

I'd increase my mobilization twice and then attack all 3 in '37.

I attacked the province next to me which doesn't belong to Austria (I really don't think I could beat them...), but they had four military allies and all of them declared war on me. It didn't end well.

but i think getting coal from korea is better and it is also provide you with lots of manpower.
