I seem to be stuck at 29% Imperial Authority. It did not increase when I unlocked the +10 authority idea. Nor has it increased when I have gone to war for imperial liberation and won. Is it bugged?

I seem to be stuck at 29% Imperial Authority. It did not increase when I unlocked the +10 authority idea. Nor has it increased when I have gone to war for imperial liberation and won. Is it bugged?

The +10 authority idea increases the amount of IA you get whenever IA would increase by 10% - its not a flat 10% jump when you unlock it, its a steady bonus over time.
Simply winning an Imperial Liberation (and Imperial Ban) war doesn't give you IA, you get IA from force releasing States that have been annexed. The only time you get a jump from the war itself is when accept a call to arms to defend other members of the Empire.
