Thinking about PTI, how easy, I wonder, would it be to do this: there is no PTI on the map, all provinces are there. However, they cannot all be discovered. Each province or each region has a soft coded date, before which, no conquistador/explorer is allowed to enter it. That would be the only limit, so if you already knew about the province, there would be no effect apart from it being out of bounds to discoverers. This would avoid EU2's anomaly of countries like Kongo not being able to see what's right next to them while sending conquistadors to other places thousands of miles away. Some regions could effectively be PTI because their discover-able-ness dates would be after 1789, but they could be modded away, and it wouldn't necessarily prevent exotic nations knowing about them already.

Good idea, but probably base the ability to discover provinces on land or naval tech level rather than dates, which might be a bit too deterministic (and lead to players stockpiling all their explorers and conquistadors at strategic times!).

If the size of the database is critical, obviously it won't be done. Another thing this scheme would do is stop the explorer exploits we have now - we as players know where America is so as China, we send Zheng He to California... or we head for the Caribbean as Portugal in the 1450s so by the time the ToT comes in it's already full of our 2000+ population fortified cities. Discovery dates - or techs - would help stop this.

From that point of view is usefull, but for the AI, a human player usually go very ahistorical, and thats what make the game fun, if the AI is improved, thats enough
