Not Enough Services

I'm trying to figure out why this is happening. Several businesses are now complaining that they aren't getting enough services. I've checked all services ( law/fire/education/health/waste/electric/water ) and they're all in the blue zone. Nothing is overloaded or close to capacity including the need for residential/commercial/office/industrial businesses. I also have two dumps complaining that they're full so I build more and they still complain. It keeps telling me to build an incineration facility but I don't have that option yet (not enough citizens?).

Are these issues related or is something else going on? Thanks.

Try public transport, metros are the best but busses will do the job.

Yep, public transport is also a service. For industry, local cargo transport is the most important service of them all.
