FIXED:
The problem were stuck importing vehicles at the edge of the map. I used this mod to solve the issue:

With the Traffic Manager i removed all traffic, including the stuck at the edge. The resulting traffic exploded at first but reached a steady state after some time. The imports are fixed.
My ore industry starts to starve after dozens of hours working properly.
Buildings become abandoned because of the missing materials -> after some time they rebuild -> it takes some time for my high education cims to take the jobs -> raw materials missing -> rinse and repeat.
To summarize the situation here is a screenshots of the surrounding area:
- i don't have any mod for traffic, trains, ships, industry
- there is no congestion on streets in my city at all
- there is no congestion on the railroad at all
- there are no clogging ships
- the red railroad is international freight
- the blue circle is the separation between international and local freight network
. - trains import and export on both terminals without a problem
. - the blue railroad is the connection to the terminal in the ore industry area and trains use it
- the orange circle is the highway exit
. - everything works fine there
. - the orange street is a two-way 4 lane road to the ore industry area and trucks use it
- the green circle is a cargo hub
. - ships and trains import and export without a problem
. - the green railroad is the connection to the terminal in the ore industry area and trains use it
- there is just 1 one-way road where the cargo train terminal in the ore industry area is connected
. - all surrounding streets are two-way
Although sometimes a truck drives by to import raw materials for one building, the rest has to starve. Is there a problem i don't see? Everything worked fine earlier. I don't exactly know when the problem started.
I have an oil area similar to the ore are with connections via ship/train/highway and everything works fine there. At least for now.
