It seems to me like it's a problem with the AI being useless and not having anything available to trade because it didn't develop anything.
No if I controlled the world from the game start I can garuntee I would have the same problem by the end

There are good mods rebalancing too fast too high wages reducing snowballing greatly

Strange mod. High wages could indicate that there is a lack of qualified workers or that demand for the good has increased.
Then again, I have never experience this issue in any of my playthroughs.
