Not enough council positions (Conclave)

It seems every vassal of mine is ticked off that they aren't in the council...but I only have so many positions available.
Not only that, kick out a vassal from the council and they hate you even more, and start forming a threat against you with the others that are ticked off.
I really hate having to try to appoint the vassals that think they should be in the council (generally they shouldn't and have the bad stats to back it up).
Are there any other ways I can keep them happy (ie: get +40 liking me)?

Make them advisors, but that's only available with War Voting enabled iirc.

Otherwise, dead people won't voice their opinions.

Diligent, Kind, Just, Brave, Gregarious, no vices, and high diplomacy in general.

Viceroyalties work a lot easier now too, with the "opinion of predecessor" added in. Everybody loves me, and I hardly notice sucession anymore.

Boring people end up rotting in my jail. Shuffling council positions is certainly not recommended, unless it is unimportant people (courtiers, barons,...) so a bad councilor or two commonly sit in my council (think of what you need the most). Sometimes I intentionnaly let a faction pop up as it lets me revoke titles to redistribute them (take away from the imbecile inbred and give it to one of its competent vassal that then becomes a powerful vassal that can be now a member of your council).

Your options are to find a way to keep them happy despite not having a council position or to have fewer vassals via good old revocation/murder.

The old standbys of feasts, tournaments, gifts, title grants, and chancellor missions are all still fully functional.

I don't have Conclave jet, but probably it shouldn't be easy to keep them all happy.

They can't demand positions under 6 feet of clay.
