I have this industrial zone situated in the north-end of my first tile, with the highways right next to it, and a cargo train station that has outside connections. For whatever reason though, it will be plagued with this message and turn my industrial strip, into an abandoned wasteland. Agricultural zones don't have the same issue.

One thing I noticed, is that when I was building my map in the Map Editor, It somehow fudged my second highway to make it unbound as well. So I have southbound only traffic, with no way to go north out of the map. Could that be it?

Here's a screenshot. (It's a large image).

I appreciate any help. Love this game immensely. (It's about time SC4 had a proper successor)

I think it means they dont have enough places to sell there stuff. More Commercial access and better links to the outside world sounds like it would fix it. If they cant get proper access to the outside world that would probably be a cause.

This exactly - Industry (The yellow kind that is) sells its products to your retail zones as well as exporting it to "the world" through highway connections, rail and ferries (airplanes too? I don't know yet)

They may be complaining about not having enough places to sell to if they can't get there at all due to heavy traffic. You could try making a bypass (backdoor) road that has more lanes to ferry the trucks to retail zones around residential areas. (Use districts to ban trucks) as well as putting in more public transport.

And of course try to place more houses and then retail to give them more stuff to sell :D

I can also recommend trying to turn of the Industrial Space Planning policy. I basically had it on for all my industrial districts in my 90k city. All RCI demand had stagnated showing no demand for anything. Several industrial districts showed "Not Enough Buyers for Products!" even with good ferry, train and highway export/import routes. I turned of the Industrial Space Planning and suddenly the city started growing by 150 people or so again, and Industrial buildings did not show the notification any longer.

Basically, the hypothesis then could be that the current Industrial buildings are "too efficient" with the double production capabilities.

This worked for me. I believe there must be an issue where the industrial buildings are creating twice the stock but, the commercial demand remains the same rather than the demand doubling as well. If Paradox could fix this so that commercial demand doubles with the policy it should hopefully fix this :)
