Not creating Norway

I have restarted 4 times now after playing 40+ years as count of Hordaland.
I've tried willingly swear fealthy to Harald Faihair and let him conquer me other times.
One time I had 3 counties, others I had only one.
He had all the land he needed to found Norway but used his money on other stuff.
He had the king of Norway ambition.
Is this working as intended?

Eventually they should create it. Had the same thing with Sigurdr in Denmark. At the end of his term, he did make the decision. If you wait longer the cost goes down; maybe the AI knows that as well . I do agree that it should be prioritized, given it IS actually his ambition. Would be pretty silly to postpone it as the land will be divided again if he should die before

Just to be sure: did he have the duchy titles as well? He needs to create at least one more (or subjugate Halogaland) before he can make the move officially.

I usually wait with forming it until I've taken all the duchies, once I form the kingdom I can only vassalize the remaining lords, if I wait I can take the duchies themselves. Maybe the AI is doing similar? I usually don't watch the AI too closely but I know it eventually forms all the Norse kingdoms.

I had was the petty king of vestlandet, that might be why he did not create Norway?
He was the petty king of Østlandet.

EDIT:
I can now almost confirm this guy is BROKEN!
He had the whole of Norway and more, he owned almost all the counties himself.
He prioritizes declaring war on Holland (West Francia)
NEVER raids.
This is kinda ruining my gameplan of being a good Norwegian vassall

I have some savegames if anyone that knows this stuff can look into it???

There's an AI update incoming, hopefully that will change this (though I think it's mostly war-related).

But to be honest: the game plays best if you play a ruler instead of a vassal. I usually make the move to King anyway if I'm playing a count, because the AI just does some pretty dumb things. If you help out during the war (something the AI as vassal never does) they don't even send their troops in to help you. They declare war against the Carolingers, which they cannot win. I'd love to play a vassal, but it's never really fun. I know some (theoretically) 'dumb' things must happen and that's fine. I guess that is why some chose to overthrow their (ill-)rulers in the first place. But you just seldomly see great ones.
