I'm playing a game as China in Ricky. its 1858 and my prestige is 138, industrial 112 and my military 26, but still haven't civilized. why is that or does it take time to click over? i've been like that for 2 months now and have the feeling that G.B. and Russia are about to deliver me a pounding in revenge for mauling them during their early invasion attempts. Do i need to get rid of my imperial faction for a ruling party? any help/advice would be greatly appreciated!

I'm having the exactly same problem. V:R 2.01 with hotfixes. I'm playing China and the year is 1855. My score is 143/76/25 and ranked 11th. Tried to load, save and load, load and save and load... ran the game for a year, nevilled peace with UK and still nothing.
Hmm... I guess it doesn't automatically happen in the next month. I tried again and got the event after ten months.
civilizing is an invention, and as such it does not immediately trigger once you cross the threshold. Depending on your overall prestige in comparison with other nations, you may very well wait many months for the game engine to finally trigger the invention, since inventions trigger based on a combination of both meeting triggers and relative prestige in game.
Also, keep in mind that the scores shown on screen are rounded, while the game engine calculates based on exact score. So if your screen says military of 25, it might actually be your military score is 24.5002. Rounding makes it appear 25, but to the game it is still a touch short to meet the trigger.
