Not all units in province is engaged

The two marked units should be part of the opened battle report but only one seems to be engaged and the other well it some times started to move to the next province not caring about the battle happening in the province it is currently in.
The battle report currently opened is the one in question.

I have only found this one occurrence of it. It is in my Ironman save game. Here you got it. It gets in to the fight after the other but it is not listed in the same battle and will not try and reinforce the already ongoing battle I guess. Further more if you loose a battle all units no matter if the have organization should flee with it. But in stead when the first fight is over the second will happen with the left over unit.
