I'm playing as the pagan, tribal King of Norway. I have just succeeded to the throne. Norway has some counties in Ireland, which passed to my half brother on succession. I want to keep him happy by creating one of the Irish duchies and granting it to him. But when I try and grant it the option is greyed out and I am told that I have "no titles that can be held by X"

Is this something to do with elective gavilkind and not being able to grant land to your heir? I noticed that when I was playing with this characters father I was unable to grant land to him for the same reason. At the moment I have no children and so my half-brother is my heir.
