Tordesillas treaty
I have mentioned the "undeclared war" in Brazil Portugal vs. Spain,but it is surely not under the Tordesillas treaty this is happening.The Treaty specifies who has CBs(shields) where and that these can attack non european powers without declaration of war.But I've seen that I cannot (playing Spain)just enter into an English settlement which has soldiers in it without declaring war or something like that,I can however enter a province which has no soldiers ad occupy it.But Portugal being my opponent seems to able to attack continously without a declaration of war under the Tordesillas treaty.I do know they have shields on the Brazilian provinces but surely Spain is a very European power...
and since those provinces are heavily fortified and militarized there should be no excuse for Portugal to attack(shield or not)but they continue to do so.This can't be right can it?
