The literacy calculations doesn’t compute

The literacy calculations doesn’t compute. E.g. when my country has literacy 40% and population of 100 and conquers another country with literacy of 20% and population of 100 then the literacy remains 40%. My high school teacher thought me that it should be 30%.

This leads to unrealisticly fast expansions in africa and uncivilised countries.

Yes, I noticed it as well. If you're a country with 100% educated level and conquer completely illiterate country, suddenly they all learn how to read. The best solution is probably to add literacy percentage to each individual POP. That would also prevent rapid industrialization in some countries if you require certain education level in a POP in order to upgrade them to clerks or above. Factories with just craftsmen are a whole lot less efficient.

There are other issues as well. For instance the Literacy % is not bounded (on low side) by the % of your population that are clerks+clergy, both professions that presumably require literacy.

Right now "Literacy" is best thought of as not literacy per se but rather as the "scientific aptitude" of your people. It affects your scientific research productivity only.

do colonies count towards total literacy? if not, as a newly conquered territory would be a colony until granted statehood, its literacy rate wouldnt affect yours, would it?

I like your idea about the "scientific aptitude" or "science level". In this case it should not depend on the population numbers.

Its WaD. Literacy is not tracked per POP (although it would be nice if it was). I can move this to GD forum if you like?
