Discovering with armies before level31

Hey

I'm playing Nippon in a GC (1.05 scandinavian) and sends some troops to help China in a war with Dai Viet.
I accidently sends a unit into unknown territory and I get the popup saying that I can't discover with armies before I have level31.
A little while later I get a message that I have discoverd the area I clicked on (but the army has not moved).
I have tried going to a couple of other unknown areas with this army and everytime the same thing happens.

I have a save, if anyone should be interested.

As long as someone owns the province you can discover it with any army. Would be too unfair during wars with enemies whose lands you don't know about else
