BUG (or am i just stupid)

I'm playing as the Americans in the American Revolution Scenario. I have about 75% war score against England. I've offered them peace at 65% or lower 6 times. Each time they declined, and they are now at -3 stability. I then offered peace again, and they rejected it, aren't nations supposed to offer peace with a -3 stability rating? I don't know, i might be wrong, but just wondering.

No- but each time you offer peace and they refuse, they will get a revolt generated somewhere in their country. In my experience, if the AI thinks they are stronger than you (more troops, ships etc) they will never offer peace for more than 49%.

I'm not sure the AI think that way,but it is darn irritating.I always conquer an enemy 100% but I've experienced that when the enemy is either Spain(Castille)Portugal or Aragon,they refuse peace even at 70% or 65% despite the fact that they are down to stability -3,have no army a mini fleet(at the best) and of course no provinces.I too was under the impression that at -3 stability they had to accept peace but no.In fact Castille refused so often that I had to accept their peace because my war weariness had risen to 10..so I think that is a thing which needed to be looked into

Looks like their strategy was sound, in this case. Tough luck.

Another feasible strategy, although slightly more bb intensive, is to not capture their capital, but throughly pound them in a war. Then, when they only have their capital left, you can cause them to refuse peace treaties until their capital becomes rife with revolt, resulting in the fall of their government and your ownership of everything.
