I would guess that the idea behind this feature is that the French will feel that they stand a much better chance if Germany is in a two-front war and will therefore not be quite as eager to surrender. I think it makes perfect sense.

The war against France is not necessarily long anyway. Two separate armies of tanks plus plane support and they fade pretty fast, Vichy or no Vichy. Last MP game I played (Ger/Ita vs UK/USSR, 1939 scenario), as the Germans I chose not to Vichy, split France with Italy, and we nearly managed to annex the French, if it wasn't for the stupid retreat bug - just as we were about to annex the AI French managed to retake Tunis or whatever has VP points around there with a ghost army, and the UK player managed to liberate Dakar ... Anyway, Germany got a lot of IC (this was on normal level) as it had most of mainland France, totalling to over 800 by '41 and Barbarossa.

So I don't think declaring war by the Soviets is much of an exploit in regards to Vichy, as taking all of France is an attractive alternative at least in the '39 scenario (although in the '36 scenario, where the Axis are much weaker, setting up Vichy is probably more attractive).

I was refering to AI France. Human France can always say no to Vichy anyway, AFAIK. Also don't normally get so many players to play a game via LAN, usually around 4, so I haven't seen France played by a human with US/UK support.

IMHO tech sharing unbalances the game in Allied favour, in the '36 scenario, if all the majors are played as human. Tech, in the form of doctrines is the only advantage the Germans have. If Germany can't handle France, they lose, so what's the fun in playing a game that ends before it starts? '39 scenario is probably more balanced for an MP game anyway.

We normally play no tech sharing or tech sharing once a year, no doctrines. Anyway, this just went off topic :)
