Upgrading Destroyers

I am not sure if it is cruisers or destroyers, but when I upgrade them with Germany, they always get upgraded to the Pre-War version of the ships.

Upgrading of ships affects naval attacks, surface and sub detection, and things of that sort but the basic characteristics of the ship don't change which is why your ships were still listed as pre-war.

Indeed... YOu couldn't just put an entire new hull on it. Not a bug

Depends on what you researched prior to upgrading and the class of ship.

It could have been improved (meaning better than what you had before...not referring to specific improved tech) radar and navigation, anti-sub stuff, torpedoes, increased oil consumption efficiency, or added anti-air armaments.
