Unable to build naval transports

This was mentioned in another thread (someone wanted to take transports off convoy duty) but was not fully addressed:

It doesn't seem possible to build naval transports.

I was playing as Canada, on the 1.01 patch (NA version), and could not build transports, nor could I find a tech that said it allowed the construction of transports.

BiB mentioned there was such a tech, if so which one? Is it not documented correctly, or am I just blind?

Hmm, I tried to delete my original post (and thus the thread, since it is entirely superfluous because of another similar thread), but it won't let me, even though the "Forum Rules" box says I can edit my posts. Oh well.
