Status bar problem

Whenever I upgrade a province, the status bar lowers my total IC, instead of lowering my available IC. In addition, the pop up description does not calculate the available IC correctly; it lists the total IC twice.

The first issue is working as designed. For the duration of the upgrade your total IC is reduced by half the province's current ICs. They return once the upgrade is finished.

The pop up appearing tells you the total ICs, and for how many you have ressources. So, if you get twice the same number, you know you have enough ressources to run your industry at maximum capacity.
