NOT A BUG: Ottoman event happens twice

Ottoman event on loading up saved game

It seems that the OE gets a repetition of Army/Navy Reforms event. I saw it playing as OE and also playing other countries. It occurs when a game is begun from a Saved game. Anyone else notice this? (Apologies for not giving any specific game dates.. just something I forgot, til now)

The Ottoman army reform happens twice.

Upon loading the game does an extra check on events so they're more likely to happen. The ones with an interval in the dates, that is.
