No Exchanging Discoveries and Colonies, anyone?

Here are two things that I think are bugs:

1. Can't exhange discoveries.

No matter how good my relations are with whoever, I can't exchange discoveries. It is in yellow in the Dip. Menu, and if you click it, the box comes up "you know x and they know y, are you sure?", etc. If I say yes, nothing happens. The screen "blinks" and nothing happens. I've only ever noticed this while playing Austria in the GC.

2. Spain with no colonies. Ever.

This might have been adressed in 1.03, but I've played the GC as Austria numerous times, but I have yet to see Spain found any colonies. Not one. In fact, the only colonies I've ever seen are the Brits and French in NA, the French in West Africa, a couple of Port. TP's in Brazil, and Oman and OE in East Africa. Nothing in India, the East Indies, Australia, Central or South America at all.

I don't see any other posts about this problem, which makes me think that either a, I missed it, or b, it's unique. Anyone else seen this?

There were two 1.02 patches. The first one out stopped Spain colonising. It sounds as though that is what you have!
Try the 1.03 patch - there are a couple of problems but the workarounds for them are posted in the Bug Report Forum as a sticky.
If you are using the 1.03 patch then I would suggest that it hasnt installed properly.

As UD says.

#1 fixed on 1.03. It isn't a real bug. The message setting was botched, so by default you would not get any information about the exchange.

#2 fixed in v1.02 - the second of the 1.02 patches.
