Manpower
Manpower appears to stay fixed, unaffected by provinces that you coquer.
I would suggest that manpower should also increase with the provinces taken, but not directly. There could be two elements in the increase.
1. Time. The longer a province resides a players control, the more apt that there will be a movement to support that country, albeit slowly [especially in this games time horizon].
2. Unrest. This could also be used to as a factor, where higher unrest increases the amount of time.
Now, i am not suggesting that you would ever be allowed the full manpower of the conquered province. that does not make sense in the timeframe of the game. But some percentage as a maximum does. My thoughts are in the 15-25% range as a max.
Expanding this [getting fancy] would that much of this would be limited to local militia troups only initially [first year?] and could then be put into your overall pool for military.
This releives a significant issue that playing as a 2nd tier country like France or Italy, you run out of manpower with no/little hope of relief.
maybe i'm getting a little too esoteric here, but i wouldn't think this to be too tricky to code in.
